Case Studies ➤➤➤ ➤ Eastern Municipal Water District About: Located in drought-stricken Riverside County, Calif., Eastern Municipal Water District (EMWD) provides fresh and recycled water and wastewater services to a 555-square-mile area. The Fleet: EMWD operates a 350-vehicle feet. The Challenge: Forced to establish mandatory water usage restrictions, EMWD needed to reduce operating and labor costs to make up for shrinking revenues from lower customer consumption. According to Mark Iverson, EMWD Maintenance Director, one of the agency's initial goals was to make more effcient use of its feet. "When the district extended the criteria for vehicle life from 10 years/200,000 miles to 12 years/250,000 miles, we began a study that covered all aspects of feet management and effciency," he noted. The Solution: EMWD installed telematics devices on all 1996 or newer vehicles. In addition to the potential savings in operating costs, EMWD chose its telematics solution for the plug-and-play installation capability and 24/7 roadside assistance, which was included in the cost. Because EMWD's telematics device connects to the engine's OBD-II, the organization can now remotely monitor engine diagnostics, fault codes, and emissions control system ➤ Total Environmental Restoration Solutions About: Total Environmental Restoration Solutions (TERS) provides environmental consulting and restoration services for facilities impacted by microbial, fre, and water damage. The company is based in Nanuet, N.Y., and recently served those impacted by Hurricane Sandy. The Fleet: TERS operates a feet of seven units. The Challenge: Gary Shaked, President and Owner of TERS, sought a way to improve time management through more effcient dispatching and oversight of his drivers' activities. Shaked was already familiar with the benefts of GPS from his experience as a soldier in the Israel army, which used GPS to control vehicle location. "When you have a storm it's a similar situation," Shaked said. "Every minute you get hundreds of calls, and the GPS gives you more control. More control for an emergency manager means more effciency and more money." The Solution: TERS implemented a telematics solution that allows the company to view the position of the vehicles, their travel speed, and any traffc issues. The Results: Soon after deploying the system, Shaked noticed measurable business results. With more transparency into the vehicles' whereabouts, he could accept more jobs that he previously would have turned away. For example, EMWD staff receive an immediate alert when there is an engine problem, allowing them to proactively repair the vehicle before the problem worsens. The Results: EMWD initially focused on drivers' habits such as speed and idle time, which have a huge impact on fuel usage. This simple measure has improved mpg, while reducing the risk of speed-related accidents. Since supervisors can now log in and view a GPSbased map of vehicle locations, they can dispatch the vehicle closest to an emergency or other work not scheduled in advance. With more effcient vehicle usage, employees drove about 165,000 fewer miles, and fuel costs declined by about $79,000 (as compared to the previous year's data for the same period). Improved routing has also resulted in less time behind the wheel, giving EMWD employees more time to focus on work-related tasks. The payoff has been a signifcant reduction in the backlog of work. "The fnal result is a productivity savings valued at nearly $354,000 in the six months alone," Iverson said. "Less time driving means more productive time for employees. We've already recouped our one-time equipment and startup costs in three months. And the money we save in fuel and labor more than pays for our monthly subscription fee." in time — I can commit myself to doing that job," he explained. Now, Shaked can dispatch vehicles closest to the next call without wasting time. Previously, identifying a driver's location required a series of phone calls. "I can't remember how many times we'd have to call our drivers and say, 'Where are you now?'" Shaked recalled. "Now we require less interaction on the phone because we already know their location. It relieves pressure on my offce workers." TERS' telematics solution has also helped modify staff driving behaviors. Traffc violations are nearly nonexistent now compared to an average of two tickets per month before implementation. Employees are more accountable for their actions, including when and where they stop. The company has two offces, one of which is managed remotely by Shaked. The company's telematics solution allows him to see when an employee starts the vehicle in the morning. He can also determine whether a driver is being honest about traffc tie-ups. Knowing this, employees are less likely to take breaks in the morning. They're also more punctual and effcient, Shaked said. "There were a lot of issues with check-in times, equipment loading, and stopping in the morning for coffee," he added. "Now that they know I'm watching, they've stopped." TERS plans to deploy the solution to its freezer trailer as well, so Shaked can track the whereabouts of the trailer and monitor any maintenance issues, such as battery failure.
