California gives some fleets a break on emissions rules T he California Air Resources Board announced it will recognize certain "good faith" efforts that truck owners have made to comply with the Jan. 1, 2014 particulate matter filter compliance deadline of its On-Road HeavyDuty Diesel Vehicles (In-Use) Regulation. Fleets that can demonstrate they took one of the following actions prior to Jan. 1, 2014, and report into the Truck Regulations Upload and Compliance Reporting System, will not be subject to enforcement action until July 2014 on any truck where they: • Entered into an agreement with an authorized retrofit installer for a PM filter retrofit; • Signed a purchase contract and ordered a replacement truck that is Spot Freight: Spot market freight availability rose 1.9% in October, to a level that is atypically high for the season. Year-over-year, freight volume increased 24%, setting a same-month record for the fourth consecutive month. In addition, fleets may be able to take advantage of some planned regulatory changes that would increase low-use thresholds, allow 2011 2012 2013 owners to opt-in to a number of flexibility options, offer some new options for fleets of three or fewer trucks, and get more time to comply with the PM filter requirements for vehicles operated in certain areas of California.
